shows a 2:3 blue flag with a white star in each corner. Already shown in
Flaggenbuch [neu39] as
«Flagge des Generaldirectors der Marine» (Flag of the General
Director of the Navy).

The Album 2000 [pay00]
shows a 2:3 blue flag with three white stars in triangle. Already shown in
Flaggenbuch [neu39].
A note in Album says the flag is also used by the Chief of Joint
Staff or Navy Staff.

At least during World War II the flag of a Vice admiral was
different if he was commanding (this one) from if he wasnʼt
(red instead of blue), ie. the same principle as with
rear admiral.

We can guess it was only used during Second World War.

The Album 2000 [pay00]
shows a 2:3 blue flag with two white stars placed vertically in the middle
of the flag.
Already shown in Flaggenbuch [neu39],
with the same allocation, and also «als Chef des Stabes in
Ministerium (as Chief of Staff in Ministery).
If the ministery of Navy was suppressed,
that allocation automatically disappeared, too.
