Befehlshaber (Commander) of an Army Wehrbereich (military district) or Territorialkommando (Territorial Command). Square flag divided per saltire black and gold with the same shield and eagle as on the state flag, with a wide red border measuring 1/4 of the hoist. For Wehrbereich commander, the number of the district is inscribed on the upper black area [in Roman numerals]. For territorial commander, the letter of the territory (N: north, S: south, S-H: Schleswig-Holstein) is inscribed on the lower black area. Source: Schnell and Seidel 1983.
