A white flag with a red anchor ensigned with a golden lion passant holding the sword and in base three red six-pointed stars, two and one. The red used here is neither the brown-red of the national flag, nor the "normal" red, but kind of a carmine. Just as the red in national flag is often replaced with normal red in practice, I guess it may be case here, too.

A web site called Rank Insignia of the World shows a table indicating that rear admiral is the highest ranking officer in the Sri Lankan Navy. The chart looks like it was probably scanned from the series of "Country Studies" formerly produced by various contract researchers for the U.S. Department of the Army and subsequently by the Library of Congress.

Masthead Pennant

A white trapezoidal pennant with red cabled anchor ensigned with a golden lion passant holding the sword near the hoist. Notably here the emblem contains the cable around the anchor. I don't know how significant that is.
