Every two years, vexillologists around the world unite for a week of discussion of flags in both formal and informal settings. This meetings are the International Congress of Vexillology (ICV). The 2003 meeting was held in Stockholm, Sweden. The next meeting in 2005 is scheduled for Buenos Aires.

El Centro Cultural (CC) en el historico y elegante districto de Recoleta de BsAs sera la sede del congreso.

Recoleta traza su historia desde 1580 durante la 2da fundacion de BsAs por el Tte General Dn Juan de Garay. Garay es el que otorga a BsAs sus armas las cuales hoy en dia son el principal motivo del la bandera de la ciudad.

La inscipcion y entrega de credenciales se hara el domingo 31 de Julio ente las 14:00 a 16:000 horas en el CC., continuado el Lunes para aquellos que no puedan hacerlo el Domingo Dentro de las 19:00 hrs o 20:00 una recepcion de bienvenida sera porgramada. Lugar y hora definitiva a confirmar mas adelante.

Lunes Agosto 1ro a las 09:00 hrs en punto en la terraza del CC la ceremonia de apertura sera efectuada.

El Miercoles- 3 de Agosto una visita de todo el dia con almuerzo inlcuida sera efectuada al la historica Cdad de Lujan incluyendo visita a la Basilica y Museo de Historia.

Agosto 5. Ceremonia y cena de clausura, pero .. esperen hay mas.

El sabado 6, a cost aodicional una visita de todo el dia a la Cdad de Rosaro, y su Monumento a la Bandera sera efectuda, con almuerzo incluido.

Tambien se han porgramo visitas para los acompañantes durantes los dias Martes y Jueves.

Sugerimos a los que deseen participar llegar a BsAs el Domingo en horas de la mañama o antes y programar la salida para el Domingo 7.

The Congress is going to be held in the "Centrol Cultural" (CC) in the historic and very fashionable ward of Recoleta.

Recoleta dates back to 1580 when Lt. General Juan de Garay, a Knight of Calatrava, founded the city for the 2nd time, Garay gave the arms to the city which are the main motif of the present city flag

Registration will be held at the CC, on July 31st from l4:00 to 16:00, continuing Monday for those unable to do it on Sunday.

Around 19:00 hrs -- to 20:00 hrs, a welcome reception is going to be held. Place and time, T.B.A.

Aug 1st (Mon) at 09:00 on the terrace of the CC the opening ceremonies will to be held.

- Aug 3rd (Wed) A full day tour to the historic City of Lujan .(Lunch included.)

-Aug 5th - Closing ceremonies and farewell Banquet, but wait, there is more...

On Saturday the 6th of August, depending on the number of participants, we are planning a full day tour the City of Rosario (and for an extra fee, lunch will be included).

Tours for companions of members have been planned for Tuesday and Thursday.

We are suggesting to those wishing to participate, to arrive in BsAs Sunday morning (or earlier) and depart of Sunday the 7th.

About the ICV 21 Flag

Pascal Gross’ design combines several elements. First, the Argentine national colors disposed in two vertical stripes, white to the hoist and sky-blue to the fly. This disposition of stripes also evokes the Flag of The Andes in its present disposition, although not the original one. On the center of the white stripe is located the sun of Argentine national flag, which has been used in national symbols since 1813 on the Coat of Arms and the first Argentine currencies. On 1815 is added to presidential band and in 1818 on the War Flag. In 1884 the national government decreed that the flag with the sun is also the official flag of the republic for the use of national government and its dependencies. The flag without sun is the national, merchant and civilian one that is used by all the citizens. The 1884 decree reserved the exclusive use of the sun for the government. In 1944 another decree despoiled Argentinean people of the use of the national flag changing to the word "bandera" (flag) by "colores" (colors) This abnormality was rectified in 1985 when the use of the flag with or without sun was legalized for to all the citizens. This is to say, both designs are allowed for official and/or civil use. The another element of the Flag for 21st. International Congress of Vexillology (ICV 21) is the main symbol of FIAV’s flag. This symbol is horizontally seen on the FIAV’s flag with yellow color on blue background. It’s the third time that the FIAV’s symbol has been used in Congress flags. The first time was ICV 15, Zurich 1993; second in ICV 20, Stockholm 2003. The symbol of the FIAV is a marine knot considered as international symbol. It consists of interlaced halyards connected in which is known as a "plain knot". This symbol was selected during the second.International Congress of Vexillology in Zurich in 1967, introduced by Klaes Sierksma. The adjudged symbolism is the international friendship and the eyelets also symbolize both hemispheres. Pascal chooses to represent the knot with the Argentine national flags, giving this way balance with the rest of the symbols.
